In the legend, the Governing Council of the Initiative , fearing that the United Earth Forces might overrun the Arc System's defenses, established an outpost on another world, as far from Earth and Sanctuary as possible. According to the legend, contact with this outpost was lost shortly after it was settled for unknown reasons.
